George Yesu Vedha Victor is the General Secretary of Eastern Dredging Association India and Board Member of Eastern Dredging Association (Asia, Australia region). He has more than 2 decades of experience in Dredging (Capital, Maintenance, Rock, Inland Waterways, Desilting), Port Construction and Development, River Engineering and Management, Mineral Exploration (Beach Placer and Heavy Minerals, Shallow Water and Deep Sea Mining), Renewable Energy (Blue, Green and Solar), Multi Modal Transport, Supply Chain Management, Education (Research and Teaching), Legal and Dispute Resolution, having distinguished expertise in Strategic Planning, Turnarounds, Techno Commercial, Commercial Contracts, Tender (EPC, BOT), Project and Financial Management, Corporate Policy, Logistics, EXIM, Customs, Arbitration – Legal and Environment Engineering.
He is an outstanding academic record holder from Indian reputed college and institution with accomplished contribution to research. He completed his Ph. D from the oldest research institute, Indian Association of Cultivation of Science (CSIR Lab), Calcutta. He joined All India Dredging Cadre (AIDC) in 1990 and obtained certificate of competency as Dredger Master with other STCW – 95 certificates issued by MMD – DGS, Government of India. Dr. Victor is a Chartered Engineer (Royal Society, United Kingdom). Established national and international expert with positive contribution for development in several state committees and working groups in industry, research and training.
He is a “Fellow” in the Indian Council of Arbitration (ICA) and FICCI Arbitration and Conciliation Tribunal (FACT) and Marine Lawyer specializes in Commercial Contracts and Admiralty Law. He is empanelled as Marine Expert and Commercial Contracts Arbitrator with Indian Council of Arbitration (ICA) and FICCI Arbitration and Conciliation Tribunal (FACT). He is a full member of Prime Dispute Resolution, United Kingdom. He has appeared as an arbitrator for commercial contracts, marine, port construction and dredging projects. He represents clients in all the legal forum issues pertaining to tender, contracts, customs and admiralty suits. He is on various editorial boards, panels and peer reviewer of international journals.
Prof. Victor is competent in FIDIC contract, civil and marine construction contracts, Special Economic Zone, Statutory requirements and obligations, Environmental Science, Quality Assurance and International Safety Management, Marine Rules and regulations, Flag State obligations,. His experience includes port development and management, Traffic Studies, Multi Modal Transportation and integration of the Multi Modal transport, DPR preparation for marine and construction works, execution, project management, trenching for gas and oil pipelines, trenching work for desalination plants, dredging and finance management. His specialization includes interpretation of Geotechnical and Geophysical data, Offshore Wind Energy and Wave Energy, Exploration of heavy, placer minerals and other natural occurring minerals, Port Planning, Port development and forecast for future, Environmental Aspects and is an environmental impact assessor for dredging and marine projects. He has been a consultant for few capital ports projects and port planning vis-à-vis economic viability of the works. He has appeared and won for numerous Customs and Central Excise related cases. He regularly provides his inputs for the betterment of the Industry to the policy makers of Ministry of Shipping, DG Shipping, INSA, EADA, African Ports Association and others.
Prof. Victor, consistently bright in his studies bagged Gold Medal and several other Scholarships / Fellowships and certificates. He enjoys the unique privilege of being the first dredge master in the world to obtain the highest academic qualification in Science and Technology. He has published Technical and Scientific papers in National and International journals including symposium and conferences. He received National and International awards for his contribution to research and teaching in his area of specialization and continues to be a Visiting Professor in Indian and International Universities. Dr. Victor is an approved MS/PhD guide by Anna University, India, the premier Engineering and Technology University and AMET Marine University (Deemed). He has been empanelled as an individual consultant in the leading financial institutions and international leading consultancy organizations. He is on the Editorial Board of SDMRI Newsletter / SDMRI Journal, International Journal of Science Inventions, International Journal of Statistics and Mathematics, TransNav Journal and the AMET Management Journal. He has served on various committees i.e., scientific committee, certification committee, research and training committee, organizing chair and had been key note and invited speaker for numerous national and international conference, seminar and symposium.
Prof. Victor was awarded ‘Young Scientist’ by TNSCST, Government of Tamil Nadu in recognition to his research work. He is National Resource Person (NRP) and Quality Management Consultant for Quality Institute of India. He is empanelled as UN-ESCAP Consultant for Water Resources – Ports and Harbors, as an individual Consultant and expert in Asian Development Bank for Water Resources, Marine projects and construction, also Marine, Dredging Arbitrator and Conciliator in FICCI, FACT. Further, he is listed in SIDS Who’s Who. He has been selected as Marquis Who’s Who for Science and Engineering, Whos Who in Asia, Who’s Who in World. He is empanelled in Nitron Circle of Experts (Marine, Ports & Harbors, Dredging). He was conferred by International Biographical Centre, Cambridge, England as Top 100 Engineers of the year 2007. He was awarded the 7th Annual Sailor Today Seafarers Award 2008 for his ‘Exemplary Personal Achievement’. He is the recipient of ‘Maritime Award 2007-08’ bestowed by the Ministry of Shipping, Government of India. Dr GYV Victor served as a Subcommittee member in Government of India for formulation of 12th 5 year plan 2012 – 2017 for the Capital and Dredging requirements of India. Since 2011, Prof Victor is the member of the International Programming Council and Rewriter Board of TransNav, International Journal of Marine Navigation and Safety of Sea Transportation. He is nominated as a National Committee Member – Infrastructure Committee, FICCI India and Core Committee group Member for Port Construction, Dredging and Inland Waterways. He is also the Editorial Board Member, International Journal of Engineering and Science Invention.
Prof. brings all these experience on the team of Honeybrook Group as the Consulting Director -Dredging, Port and Shoreline Services. He is happily married with Children.
